National convent on the European Union in Serbia in 2008/2009

A brief description of the project:

National convent on the European Union in Serbia (NK EU) aims to establish institutional, thematic structure debate between the state and NGO sector, administration, local government, politicians, professionals, businessmen, non-governmental organizations and the general public, about the preparations for Serbia joining the EU.

In the Republic of Serbia is still no political and national consensus on Serbia joining the European Union (EU). On the basis of public opinion, which was implemented by the Office for European Integration in 2007. year, 69.3% of citizens support Serbia joining the European Union, but understanding of the process and challenges ahead, which in this way is weak and insufficient (only 30% of respondents considered themselves addressed). In the process of accession to the most is expected from the state authorities, in this context there is no effective and permanent dialogue between the state and NGO sector. Serbia signed the Stabilization and Association Agreement with the European Union, which will initiate the preparation of the country demanding for the negotiations on future membership. During this process, there is a need for the inclusion of all social organizations and ensuring their professional contributions to better understanding and the success of the process.

Therefore, the National convent on the European Union (EU NK), through the inclusion of all social entities in the permanent and constructive debate on major issues related to the process of joining the EU contributes to the creation of the necessary consensus and mobilize the broadest political and social layers. NK EU members will be initiating a dialogue and exchange of information and best practices with their colleagues from the EU (from Slovakia), to improve knowledge about the EU and the process of European integration.

 

The aim of the project

The overall objective of the project is:

  • Strengthening the capacity of Serbia's EU integration process and increase the level of knowledge of citizens about the EU
  • The strengthening of cooperation between state and NGO sector
Specific objectives:
  • Establishment of an active, permanent and useful sources of information about the European Union
  • Supporting further elaboration of national positions in specific areas during the process of EU integration
  • Providing the public in Serbia better views and influence of the EU (deciding on us with us) and contribute to the establishment of a general consensus on the process of European integration

Structure convent

National convention the EU 2008/2009 consists of the Presidency, the Council of Program and 8 working group (RG).

The Presidency consists of eminent, high officials of the sector and prominent representatives of NGO sector. The main role of this body is to provide support to the work of RG, and to monitor their results.

NK EU 2008/09 introduced, and in particular, the professional body - the National Council convent program that will gather eminent EU experts and actors process of European integration. This body has an important, first of all consultative role in monitoring the implementation of the project, defining the issue of working groups and providing recommendations for improvement of NK EU and especially the working groups.

NK EU working group will follow their agenda, the main chapters of future negotiations on EU membership. RG will consist of at least 20 permanent members, representatives of all interested groups and internal experts who defines Agenda working groups and summarizes the debate in the final recommendation. Special attention will be focused on the inclusion of representatives from the interior of Serbia in the EU NK.

  • Small and medium-sized enterprises and entrepreneurship
  • Agriculture
  • Regional cooperation
  • Justice, Freedom and Security
  • Environmental Protection
The aim of each session of the working group is to provide a constructive debate that will result will be recommendations for the position / action / strategy concerning certain issues. Recommendations will be distributed to all relevant participants of the integration of Serbia in the EU. At the end will be held in plenary session at which will meet the Presidency and all the working groups, with the aim to present the performance achieved and to discuss about it. Will be issued a special publication which will be found in review of all recommendations.
