THE WALNUT IS CUT AND WHEN THE NEW ONE WOULD
GROW UP, WE DONT KNOW
Its seems that the old story about the best pupils who get
beyond their teachers is hard to be set in this area. It would be that the
other story is likely to be closer here according to which under the high
walnut no other tree can grow.

Stepping forward we have the turn back, and turning back
realize initially moves which brought us here. One tight
circle of people in theirs groups here in Serbia shared
their small cups of conversation beside strong human
misgiving fifteen years ago. That was one real misgiving if
you were not turning a blind eye.
Then the opposition spirit and the antiwar tendency with the
courage of those brave veterans nowadays, cups of
conversation with a lot of thinking become the component of
the practical activity- called European Movement.

Then, as it usually is, that enthusiasm passed on to
people of similar endeavors and the initiatives
departments were formed by time, which had been
transformed to Local Councils. Local Council Nis for
many years operated as an initiative department. After
the meeting held on 28.01.2003, it was concluded that
Nis has a significant role in enforcing very important
future activities in favor of whole region. By
activities in an intensively force in the following year
Local Council Nis of the European Movement was formed.
By modernisation of local governance, development of the
economy, education of young people, work which led
forward European integration, intercession for
consensus, deregulation, decentralization and regional
development, as well as by actively organization of pre-
election campaigns (Europe Day and many other activities
in stream towards sustainable development) European
movement in Nis become recognizable as partner worth to
the institutions, economy and its citizens.
Local Council Ni by its doing shows usefulness and
practicality, cooperation and criticalness, stays
persistent to a crucial European values, never has been
apolitical and has always been very critical towards
legislation which brings back people whose labor
results from the last decade those who live in region as
well as the whole state still can feel. Consistently in
nepotism disapproval and failings which political
structures show in the reforms implementation, we remain
ready all the time to support all society structures
which shows tendencies towards progressive development.
A significant number of expert conferences with the goal
of propagation of positive experiences, public debates
and the announcements are evidences of substantiality
needing to contribute to the prosperity and to support
the development tendencies. As the orientation of
European Movement in Nis is not solely based on the
project but above all conscientiously insight of the
position in region and the possibilities for problems
and crisis prevention, our doings removes equality
between non- government and nonpolitical.
The fact that the decentralization is the process which
is withstanded even by those structures who designate
themselves democratically leaves deep emptiness and
painfull cognition that although last fifteen years we
have spent by doing things political elite didnt become
wise yet tend weakness and approval of one's own
self-seeking. Civil sector in a response to that kind of
actions of the political actors would be forming of the
decentralization coalition.
Local Council Ni is given a great contribution to the
development plan of the town, socio-economic and
cultural development of the region, intensification of
cross-border cooperation and partnership work with the
neighbors, whose results will be visible in the near
future. Developed a network that cooperates intensively
between
Pirot-Dimitrovgrad-Nis-Vranje-Presevo-Bujanovac-Kurumlija
in almost all sectors with the desire that the
cooperation grow in Leskovac and Prokuplje. Public in
the work, yield fruit creating strategic partnerships
with the Regional Chamber of Commerce and the
University, and these activities are supported and
television programs on TV "Belle amie" and TV5 that
every Tuesday and Thursday dedicated to daily shows the
civil sector and the current events in the region.
Finally, this year LV Ni has received recognition and
for the promotion of peace and the promotion of women.
Also, remains and regret for unreached tasks. The fact that
the decentralization process that resist even the structure
that calls itself democratic, leaves a great void and
painful to know that, although we have the past fifteen
years, something done, the political elite is not received
wisdom, but shows weakness, and their own self-indulgence.
Response to the civil sector of the "action" of political
factors is the formation of a coalition for
decentralization, which clearly reflects the attitude of
citizens of Serbia.

At the end should be mentioned that the efforts of Local
Council Ni primarily and always against a populist
demagogy, xenophobia, closing, ignorantly and arrogant
relations to neighbors, Europe and the world. It is the old
story which only the best students beyond the teachers, in
this region can hardly play roots. Will be that this area
closer to the other story according to which under the large
walnut trees do not grow another. It seems that sometimes we
forget that a large nut in the country is cut down! The role
of witnesses, the current events in the treasure spoken
Serbian Bruce, get self and immaturity, which is called "the
impossibility of forming a government," the members of the
European Movement in Nis, as well as citizens of Serbia with
disbelief ask, should we wait to re-grow a new large walnut?
