The process of creating a single EU market started is the middle of the eighties of the last century. As the biggest problem in this process proved to be the removal of interstate barriers and liberalization of market access in those sectors of the economy, which is called "natural monopoly", i.e. where, because of large investments and technological reasons for the existence of only one network transmission products is the most rational. Here is primarily on the so-called "Network industries", i.e. about the distribution of electricity, water, gas, oil, railway network, as well as fixed telephony.

EU legislation, but years pass regulations that are above the market liberalized, opening the possibility of competition to appear as seller of these products. It is clear that at the beginning of the process of liberalization of the company that until then had a monopoly of supply of these products or services in disproportionately better position of potential new competitors. Therefore, and after liberalization there is a need for the formation of the state body that will take care of it to create the conditions that all sellers can equally participate in the market game.

One of the EU in this area made in 2003. the framework will be of Dr. Binger, who as a former state secretary in the Ministry of Economy of Germany and current lecturer in the Berlin Center for European Integration has great experience in addressing the subject of liberalization of network industries. After the lectures, we expect fruitful discussion and exchange of opinions, which will include studio in Belgrade in the direct telecast of experience as the EU, so the upcoming liberalization of the market in Serbia.
