Consensus about EU integration

In Serbia and Montenegro there is a wide gap between the willingness of citizens for European integration of countries, on the one hand, and the appropriate action administration and political parties, as well as satisfying the level of knowledge, on the other hand. While in both the Republic of over 80% of citizens (82% in Serbia and 83% in Montenegro) voted in the referendum for the European Union, if he now was announced, only 22% in Montenegro (data from October 2003. ) and 33% in Serbia (April 2004). were satisfied with the work of administration. Also, only 7.4% of citizens in Montenegro (data from October) was very satisfied with their knowledge about European integration, while in Serbia, the percentage of 4.5% (April 2004).



The results of the study, the European Movement in Serbia developed in collaboration with the Institute of Social Sciences in Belgrade, show that the citizens of Serbia mass considered desirable accession to the EU since 1998. year. Pro-European orientation of most citizens survive the country despite the isolation, sanctions, military intervention and the different conditions of the international community.



Programming principles and program documents of the EU they indicate the importance of achieving political stability on the basis of a broad social consensus, especially in countries that are in the process of economic transition and democratic consolidation. Point out that the accession process without active participation of important social factors in all phases of its implementation, would not have democratic legitimacy. This would be in breach of the requirements of the EU, but with the essence of that association internal reforms and adjustments.



All new EU member states, as well as the countries in the immediate environment of Serbia and Montenegro that are in various stages of accession, i.e. association, in each of the key stage achieved political agreement in their parliaments about the upcoming steps of integration in the EU, which is harmonized action enabled the legislative and executive authorities, which is significantly contributed to the speed and efficiency of the process of EU approximation.



The current political situation in the state union of Serbia and Montenegro points to a number of serious barriers in the process of convergence of Serbia and Montenegro, the European Union. First of all, says the absence of political consensus and lack of cooperation between the Union and its members. Joint declaration (resolution) of all political parties in the parliament on the issue of membership of Serbia and Montenegro in the European Union, as a priority order, may be a decisive step in this direction, provides for continuity of policy regardless of changes in government structure. That would be proof of the existence of a clear vision and strategy of Serbia and Montenegro in the relations with the European Union, which would contribute to the improvement of the reputation of Serbia and Montenegro and the strengthening of its negotiating position with the EU.



Strateški značaj konsensusa o ulasku u EU ogleda se u tome što bi doprineo većoj stabilnosti državne zajednice, nastavku reformi, poboljšanju životnog standarda građana, povećanju kapaciteta za mirno rešavanje sukoba, uključujući i problem Kosova i Metohije. Bez postizanja širokog nacionalnog konsenzusa oko pristupanja Srbije i Crne Gore Evropskoj uniji, proces pridruživanja bi bio opterećen nizom problema koji proističu iz različitih stavova političkih partija o evropskim i evro-atlanskim integracijama.



European Movement in Serbia therefore calls on all political factors in Serbia and Montenegro to join the formalization of consensus in the parliament, since he apparently already exists among the citizens, and in this way to confirm that the strategic goal of Serbia and Montenegro joining the EU.
